  • Executive Recruitment - We offer a customized approach to candidate recruitment, selection and evaluation.  We attempt to match the unique characteristics of a community with the specialized skills of the applicant.  Each community is different and our desire is to identify qualified candidates that will fit the specific personality for your organization.  We will develop a complete profile of the community, objectives of the organization, identify the organizational culture and your specific needs.   We will establish a link between the Mayor and City Council and key management employees to ensure that the candidates personality will blend with community leaders. We will narrow the applicant pool as directed by the client.  Chell Consulting, LLC will visit with each applicant, to ensure their goals match that of the client.  We will perform a preliminary background check, and provide a summary of our findings to the client.  We will then assist the client in setting up interviews, conducting background investigations on the selected candidates and can aid in the final negotiations.  We will provide weekly progress updates throughout the entire process.

 

  • Personnel Policies and Procedures - Employment laws are constantly changing. To ensure that your policies and procedures are current, they need to be reviewed periodically, at least every five years.  Chell Consulting, LLC can review your current policies and procedures and make revisions and additions to keep you in compliance with current employment law.  Chell Consulting, LLC consults with two law firms that specialize in personnel and employment law.  To ensure our products met the latest legal requirements.

 

  • Capital Project Planning - We help organizations develop a multi-year capital planning process that identifies facilities, infrastructure and large capital equipment requirements.  This plan will identify goals for 3 to 5 years and help establish a priority schedule for future years.  This process includes all elected officials as well as key management personnel.  Chell Consulting personnel will facilitate a  process that allows your staff to develop  a priority system to identify and evaluate capital projects and equipment.  We will help you develop plans for acquisition, financing and short and long range forecasting.

 

  • Performance Management - Chell Consulting, LLC can assist you in developing outcome based performance measures for the various services provided by your organizations.  Outcome based performance measures are more than just statistics.  Outcome based performance measures allow you to quantify your effectiveness in meeting your customer's needs. They also help administrators detect service quality issues early so they can be addressed before major problems arise.  Finally, outcome based performance measures become a communication  tool you can use to educate the public on the quality of the services you provide.

 

  • Compensation and Benefit Analysis - Organizations recognize the importance of  compensation in relation to a particular job. The purpose of a compensation plan is to ensure that you are providing equitable compensation for a specific position.  Consideration must be given to the labor market, both public and private, within the area.  Chell will develop a comprehensive compensation and benefit package that positions you competitively in your market without breaking your budget.

 

  • Job Descriptions - Current and comprehensive job descriptions are a must for employers today.  Job descriptions should be written in such a manner that they define the requirements of the position, explain the job skill and physical abilities necessary to do the job. Job descriptions must be thoroughly reviewed and specifically worded to protect the employer from today's legal pitfalls.    Employment law changes constantly and your job descriptions must be reviewed and revised periodically (every three to five years) to ensure that they are up to date.  Chell uses a proven and comprehensive system to evaluate each position and develop an accurate job description for that position.    This service is extremely valuable to entities without full time human resource staff.  Whether you need assistance in developing a job description for a specific position or desire a comprehensive review of all your job descriptions, we stand ready to assist.

  • Operational Analysis - Chell Consulting, LLC can analyze various aspects of your operation.  Examples include:   current operations to lean or too rich for the service level provided;  current department chains of command optimal for the department; what would be the economic impact and operational benefits of increased or decreased service levels; what would be the impact of annexation or future growth on services; what are the pros and cons of privatizing services; plus any other operational issue identified by the customer.  In short, we can customize our analysis to provide the client with actionable information on the specific issues they face.

 

  • Employee Issues - Chell Consulting, LLC can help you identify the root cause of chronic employee issues in specific departments or organization wide.  We provide an unbiased analysis of the issues and identify the real cause.  We then assist the client in developing a plan of action to address the root causes.  We offer coaching and mentoring services that will help supervisors at any level sharpen their leadership skills.
